About this opportunity
The North Carolina Department of Transportation (NCDOT) is requesting proposals for state route shoulder and median mowing and litter/debris removal services in Davidson County, Division 9, with bids due November 18, 2026, and a mandatory pre-bid conference on November 4, 2026, at 9:00 a.m. at the Division 9 Roadside Environmental Unit in Winston-Salem. Pre-qualification is mandatory for all bidders and subcontractors performing mowing work; attendance and registration at the pre-bid conference is a condition of eligibility for award consideration.
The scope covers mowing operations on approximately 1,307 road miles across Interstate, Primary Divided, Primary Undivided, Secondary Divided, Secondary Paved, and Secondary Unpaved routes, with four to six mowing cycles plus litter removal. The contractor must provide all equipment, labor, materials, and transportation. Minimum equipment requirements include five mowers (60–90 inches), one zero-turn mower, GPS units with monitoring subscriptions on all equipment, and a supervisor vehicle with GPS and tablet access. Vegetation must be mowed to six inches in height; cleanup cycles extend to tree lines or right-of-way boundaries as directed. Sickle mowers and 15-foot mowers are prohibited on secondary roads. Mowing moratoriums run May 1–31 annually; day/night operations are restricted to 30 minutes before sunset through 30 minutes after sunrise.
The contract is effective March 1, 2027, through February 29, 2028, with unit prices subject to annual CPI adjustment (Services category). NCDOT may extend the contract for up to four additional one-year terms at its discretion. Fuel adjustments are calculated using a base diesel price of $5.0299 per gallon with monthly market-rate adjustments. The contractor may elect either 100% Performance and Payment Bonds or a 6% retainage fee. Liquidated damages range from $100 to $2,500 per occurrence for performance failures including equipment violations, debris left on roadways, mailbox damage, and operating outside prescribed time restrictions. Questions are answered only at the mandatory pre-bid conference.
