About this opportunity

The North Carolina Department of Transportation is requesting proposals for on-call long-arm mowing with mulching and pickup services in Moore and Lee Counties, Division 8, with proposals due July 15, 2026 at 2:00 p.m. This contract is exclusively set-aside for Small Business Enterprise (SBE) certified contractors with annual gross income of $1.5 million or less (exclusive of materials); only contractors currently certified by NCDOT's Office of Civil Rights SBE Program Manager and listed in the Directory of Transportation Firms at bid opening are eligible.

The scope requires the contractor to furnish a minimum of two long-arm mowers, one shadow truck, and one truck-mounted attenuator as needed, with all equipment fully operated by the contractor. Hydraulic-powered mowers must reach a minimum of 20 feet from the tractor center and cut up to a 5-inch diameter tree or limb. Work is performed along designated primary and secondary routes on an as-needed basis during daylight hours only, Monday through Friday between 9:00 a.m. and 4:00 p.m., with no work on weekends or legal holidays unless approved by the Engineer. The contractor is responsible for all equipment operation and maintenance costs, traffic control, safety vests, and supervision. All work must comply with the 2024 Standard Specifications for Roads and Structures and the Manual of Uniform Traffic Control Devices.

This is a multi-year renewable Indefinite Delivery/Indefinite Quantity contract with a maximum annual limit of $1 million and total contract limit of $5 million per year. Compensation is hourly based on actual hours completed and accepted; no minimum quantities are guaranteed. The contract runs August 1, 2026 through July 31, 2027, with two optional one-year extensions at NCDOT's option. Price adjustments at renewal use the Consumer Price Index, not to exceed 10 percent. General Contractor's license and performance/payment bonds are waived for SBE contracts. Liquidated damages apply for reporting delays ($200/day), work outside daylight hours ($500/hour), work suspension ($600/day), and failure to remove debris ($500/incident).
