About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB) is requesting proposals for professional architectural and engineering design services for the ADAL Server Room renovation at Battle Creek Air National Guard Base, with proposals due August 27, 2026, and a mandatory pre-proposal meeting and site visit on August 12, 2026. Eligible applicants must be licensed to practice architecture or engineering in Michigan and provide a Certification of Michigan Based Business and Responsibility Certification confirming absence of criminal convictions, tax delinquencies, and debarment or suspension within the past three years.
The scope encompasses three design phases — Phase 300 (Schematic Design at 35%), Phase 400 (Preliminary Design), and Phase 500 (Final Design at 100%) — for a server room expansion from the current 310 square feet into three additional rooms to house the base's SIPR head-end. The design must comply with Unified Facilities Criteria standards and incorporate dual redundant A/B power distribution with automatic backup generator cutover, N+1 precision CRAC/CRAH cooling with hot aisle/cold aisle containment, NFPA 2001 clean agent fire suppression, TEMPEST-compliant physical partitioning, and sizing for current IT loads plus 25 percent growth. All design work must align with Air National Guard Engineering Technical Letter 24-02 and applicable federal regulations from EPA, OSHA, and DOT, plus Michigan state regulations from DCH, EGLE, DNR, and MIOSHA.
Compensation is structured on a billable-rate, not-to-exceed fee basis. Firms must submit hourly rates by staff position, estimated hours per phase, and reimbursable expenses (actual costs for printing, soil borings, site surveys, and laboratory testing with markup not exceeding 5 percent; travel exceeding 100 miles one-way at state mileage rates). All other costs including fringe, insurance, and overhead must be incorporated into hourly rates. Proposals are evaluated 80/20 — Technical Proposal weighted at 80 percent, Cost Proposal at 20 percent. The design timeline runs October 2026 through June 2027, with bidding July through September 2027 and construction beginning October 2027. Contract award is anticipated in September 2026. Questions are due August 19, 2026. Prospective attendees at the mandatory pre-proposal meeting must arrive 30 minutes early for vehicle inspection; LEIN clearance is not required for attendance, but background checks will be required for awarded personnel accessing the base. RFP Addendum 01 issued August 3, 2026, clarifies base access procedures.
