About this opportunity

The Michigan Department of Technology, Management and Budget is requesting proposals for professional design services for roof repair at Battle Creek Air National Guard Base under RFP 511/26431.JLM, with proposals due August 27, 2026 at 2:00 p.m. Eastern Time and a mandatory pre-proposal meeting and site visit held August 13, 2026 at 12:00 p.m. at Building 7020.

The scope encompasses Schematic Design (Phase 300), Preliminary Design (Phase 400), and Final Design (Phase 500) for roofing systems across eight base facilities (buildings 6900, 6901, 6911, 6913, 6917, 6922, 6923, and 7020). All design work must comply with ANGETL 24-02, Air National Guard Design Objectives and Procedures (Revised September 10, 2025), and applicable Unified Facilities Criteria. Proposers should assume a 20-year roofing system warranty for planning and cost estimation purposes, though final warranty requirements will be determined during Phase 300 following field investigations and evaluation of repair or replacement options. Design submittals must include cost estimates and be structured to facilitate separation into multiple bid packages. The proposal should incorporate site survey and field investigation findings and combine technical and cost proposals into a single attachment not exceeding 25 megabytes.

Proposals will be evaluated 80/20: Technical Proposal at 80 percent and Cost Proposal at 20 percent. Cost proposals must use billable hourly rates for professional staff and anticipated hours per design phase. Reimbursable expenses for printing, surveys, soil borings, and laboratory testing are allowable at actual cost plus a maximum 5 percent handling markup. Travel exceeding 100 miles one-way is reimbursable at State of Michigan rates. All fringe, insurance, overhead, and profit must be included in billing rates.

Professional firms must be licensed to practice in Michigan and submit signed Certification of a Michigan Based Business and Responsibility Certification forms. Background checks and LEIN clearance are not required for the pre-proposal meeting but will be mandatory for all Professional Services Consultant personnel and subcontractors upon contract award to access the Air National Guard Base. Written questions are due August 19, 2026 at 2:00 p.m. Contract award is anticipated in September 2026, with design work scheduled October 2026 through June 2027. The Project Director is Josiah L. Meyers at (517) 614-7705 or meyersj11@michigan.gov.
