About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB), on behalf of the Michigan Department of Military and Veterans Affairs and the Michigan Air National Guard, is requesting proposals for professional architectural and engineering services to study and repair fire alarm systems base-wide at Battle Creek Air National Guard Base, with proposals due August 27, 2026 and a mandatory pre-proposal meeting and site visit on August 13, 2026 at 10:00 a.m. at Building 7020. Prospective contractors must be licensed to practice in Michigan and submit a Certification of Michigan Based Business.
The scope encompasses a Phase 100 study for approximately 30+ facilities on the base, including detection devices, notification devices (alarms, speakers, strobes), and Fire Alarm Control Panels (FACPs). The work requires three design submittal milestones: 50% draft study report, 90% draft study report, and 100% final study report, each with accompanying cost estimates and recommendations for repair or replacement. The final study report must be delivered within 120 calendar days from award. The system design must be compatible with the existing Monaco D-21 central system and capable of integrating with the Mass Notification Warning System and other existing alarm systems. Professional services must incorporate applicable standards including NFPA, UL, UFC, and ANG ETL standards.
The contract is structured on a not-to-exceed fee, billable-rate basis. Billing rates must include overhead (salaries, employee benefits, insurance, taxes, office facilities, supplies, professional services) calculated per DTMB guidelines. Reimbursable expenses include actual costs for printing, reproduction, soil borings, site surveys, and laboratory testing with a maximum 5% mark-up; travel over 100 miles one-way is reimbursable at State of Michigan rates; and sub-consultant fees may include reasonable mark-ups not exceeding 5%. DTMB has not yet determined a budget for construction. Evaluation will be weighted 80% technical proposal and 20% cost proposal. Contract award is anticipated for September 2026. Questions are due August 19, 2026 at 2:00 p.m. ET. Proposals must be submitted via the SIGMA VSS portal. Personnel requiring base access after award must complete background checks and base access requests at least five business days prior to site access.
