About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB) is requesting proposals for professional architectural and engineering design services for a semi-improved assault strip at the Alpena Combat Readiness Training Center, with proposals due July 16, 2026, at 2:00 p.m. Eastern Time and a mandatory pre-proposal meeting on June 23, 2026, at 9:30 a.m. A Michigan license to practice in the respective professional field is required.
The scope encompasses Phases 300 through 500 design work for an approximately 3,500-foot semi-improved assault landing strip with 300-foot runoffs on each end. Deliverables include schematic design (Phase 300 at 35%), preliminary design (Phase 400 at 65%), and final design (Phase 500 at 100% pre-final and 100% final), with four design submittal phases required. The designer must conduct topographic surveying, geotechnical investigation and testing, boundary/perimeter survey work, and identify location of easements, standoffs, and security clear zones. Construction administration services (Phases 600 and 700) are not required. All design must comply with ANGETL 24-02, applicable Unified Facilities Criteria, and federal standards administered by EPA, OSHA, and DOT, as well as state and local regulations.
The Michigan Air National Guard has budgeted $3 million for construction. Design services are scheduled from October 2026 through June 2027. The contract uses a not-to-exceed fee billable-rate methodology with estimated hours by phase and staff classification. Reimbursable expenses include printing, soil borings, site surveys, and laboratory testing; travel beyond 100 miles one-way is reimbursable at state rates. A mark-up not to exceed 5 percent is allowed for sub-consultant services and reimbursable expenses. All indirect costs must be incorporated into billing rates.
Proposals will be evaluated 80 percent on technical merit and 20 percent on cost. Written questions are due July 9, 2026, at 2:00 p.m. Eastern Time. Prospective contractors must submit an Entry Access List form at least seven days prior to the site visit. Contract award is anticipated in September 2026. RFP Addendum 02 clarifies that topographic surveying includes initial field evaluation and flagging of potential wetlands; EGLE Level 3 WIP and Joint Permit Application are excluded; boundary survey work should be interpreted as perimeter rather than Michigan Public Act 132 Boundary Survey; title search is excluded; and NEPA analysis will be covered by a Categorical Exclusion on AF Form 813.
