About this opportunity
Pennsylvania Department of Human Services is soliciting bids for eighteen fresh bread and roll items for third-quarter (January–March 2027) delivery in Lackawanna County and Claysville Borough, with responses due November 13, 2026. Eligibility turns on two prerequisites: vendor bakeries must be registered with the Pennsylvania Department of Agriculture and meet its bakery standards, and bidders must submit the BOP-2201 Worker Protection and Investment Certification under Executive Order 2021-06. The attached Reciprocal Limitations Act requirements document governs vendor eligibility and bidder qualifications.
The BOP-2201 requires a sworn certification of compliance with Pennsylvania's Unemployment Compensation Law, Workers' Compensation Law, and thirteen listed state labor and workforce safety statutes, plus immediate reporting of any change in compliance status. False certification results in contract termination and three-year debarment from Commonwealth bidding under 62 Pa. C.S. § 531, with penalties under 18 Pa. C.S. § 4904. The certification applies regardless of contract size or scope.
Scope covers white enriched, rye, whole wheat, cinnamon/raisin, and Italian loaves; bread cubes; hamburger, frankfurter, hard, dinner, steak, hoagie/sub, kaiser, wheat dinner, and whole grain sausage rolls; and English muffins, including whole wheat. The specification sets net weight, slice counts, dimensions, fiber minimums, and packaging requirements for each item. Fresh bread must be no more than 48 hours old on delivery (72 hours for whole wheat and rye) and must remain fresh for at least five days from delivery. Wrappers must show product type, ingredients, net weight, bakery name, and production date through labeling or color-coded tie codes. Products ship in commercial-standard cartons or trays, and vendors must remove returnable containers on or before the next scheduled delivery.
The Commonwealth pays only for actual net weight or count determined at delivery, and vendors record discrepancies on delivery slips. The food service director and vendor coordinate deliveries, and the facility may cancel quantities with five days' notice before a scheduled delivery date.
