About this opportunity
The Pennsylvania Department of Public Welfare, Office of Mental Health and Substance Abuse Services (OMHSAS) is requesting proposals for Food 2 commodity supply to Wernersville State Hospital in Berks County, with proposals due August 17, 2026.
The scope covers miscellaneous food items organized into six categories: baked goods (bagels, biscuits, croissants, Danish rolls, muffins, donuts, French toast, pancakes, waffles); frozen cakes (brownies, cheesecake, coffee cakes, pound cake, sheet cakes); frozen pies (fruit, specialty, sugar-free variants); entrees (pasta dishes, lasagna, stuffed vegetables, pizza, calzones, lean and healthy options); egg products (liquid eggs, omelets, hard-cooked eggs); and non-meat items (vegetarian burgers, sausage patties). The specification document lists 36 commodity items with acceptable brand names, product codes, pack counts, and weights. All meat and poultry products must be processed in USDA-inspected facilities with official inspection legends and plant numbers. All items must arrive with a minimum of 30 days remaining shelf life, delivered on freezer trucks at temperatures not exceeding 10°F, and comply with detailed packaging and labeling requirements.
Contractors must execute the Worker Protection and Investment Certification Form (BOP-2201) under oath, verifying compliance with Pennsylvania's Unemployment Compensation Law, Workers' Compensation Law, and thirteen enumerated state labor and workforce safety laws including the Prevailing Wage Act, Minimum Wage Act, and Equal Pay Law. False certification carries contract termination and three-year debarment from Commonwealth bidding.
The Commonwealth reserves the right to cancel or modify quantities with 15 business days' notice, reject non-conforming commodities within five business days, charge vendors for laboratory analysis if ingredients fail to meet regulations, and impose liquidated damages of $100 plus repurchase costs for defective deliveries. Facilities eligible for the Federal Government Donated Commodity Program may request items be bid both with and without government commodities, with awards based on lowest bid. The contract is effective October through December 2026. No estimated contract value is stated.
