About this opportunity
Wernersville State Hospital in Berks County, Pennsylvania is soliciting bids to supply Food 2 for January 1 through March 31, 2027, with responses due November 16, 2026. Bidders must circle the specific brands they offer for each item, and only brands previously approved by the DPW Dietary Advisory Committee will be accepted. Bidders must also submit the Worker Protection and Investment Certification (BOP-2201) required under Pennsylvania Executive Order 2021-06.
The scope covers 36 line items: baked goods (bagels, biscuits, croissants, Danish rolls, muffins, donuts, French toast, pancakes, and waffles); frozen cakes, pies, and sugar-free options; entrees (pasta dishes, lasagna, pizza, calzones, and stuffed vegetables); egg products (liquid whole eggs, egg substitutes, omelets, and hard-cooked eggs); non-meat items (vegetarian burgers and sausage patties); and milkshakes and whipped topping. Samples may be submitted for formal evaluation. Meat and poultry products must meet USDA Food Safety and Inspection Service standards, with inspection legends and plant numbers on all shipping containers. Products must have at least 30 days of shelf life remaining at receipt. Frozen items must arrive on freezer trucks at no more than 10 degrees Fahrenheit, solidly frozen, with no evidence of defrosting. The Commonwealth may accept frozen items after inspecting the thawed product within 15 business days of delivery.
The specification document lists no item quantities. The Commonwealth may cancel quantities on 15 business days' notice and pays only for accepted products. Rejected commodities must be removed within five business days or are disposed of as state property, with costs and liquidated damages charged to the vendor. The facility participates in the Federal Government Donated Commodity Program, so bids are submitted both with and without donated commodities. Awards are made by lowest bid.
The BOP-2201 certification requires compliance with Pennsylvania's Unemployment Compensation Law, Workers' Compensation Law, and thirteen labor and workforce safety statutes. False statements carry contract termination and three-year ineligibility to bid on Commonwealth contracts under 62 Pa. C.S. 531.
The opportunity was posted October 22, 2026.
