About this opportunity
The Commonwealth of Pennsylvania, Office of Mental Health and Substance Abuse Services (OMHSAS), is soliciting bids for food items to supply Norriton State Hospital for the second quarter of 2026 (October 1 – December 31, 2026), with proposals due August 17, 2026. Executive Order 2010-03 mandates that the agency prioritize Pennsylvania-produced agricultural products when available at competitive prices; vendors must research sources through the Department of Agriculture's Pennsylvania Preferred program lists and solicit quotes from responsive Pennsylvania vendors.
Eligible agricultural products include fresh and processed items licensed under the Pennsylvania Preferred trademark; fresh unprocessed products harvested entirely within the commonwealth; fresh products grown in Pennsylvania for at least 75 percent of the production cycle; and processed products with final processing and packaging occurring entirely within the commonwealth. For processed products with Pennsylvania-grown primary ingredients, vendors must source at least 60 percent of annual production from qualifying Pennsylvania products, or purchase the maximum available if commercial production is limited. For processed products using non-Pennsylvania primary ingredients, at least 75 percent of processing operations must occur within Pennsylvania, and all processing must comply with state and federal food safety requirements without major violations in the preceding calendar year.
All bidders must complete the Workers Protection & Investment Certification (BOP-2201), affirming compliance with Pennsylvania's Unemployment Compensation Law, Workers' Compensation Law, and thirteen specific state labor and workforce safety laws, including the Construction Workplace Misclassification Act, Employment of Minors Child Labor Act, Minimum Wage Act, Prevailing Wage Act, and Equal Pay Law. Vendors must also comply with the Reciprocal Limitations Act by disclosing any financial interests, ownership stakes, or business relationships that could create conflicts of interest and certifying eligibility. False certifications carry penalties including contract termination and three-year ineligibility under 62 Pa. C.S. 531.
