About this opportunity
The Pennsylvania Office of Mental Health and Substance Abuse Services (OMHSAS) Community Support Services and Housing (CSSH) program is soliciting bids for miscellaneous food products for the January–March 2027 quarter, with bids due November 13, 2026. Eligible items are bid both with and without Government Donated Commodities under the Federal Government Donated Commodity Program, and awards go to lowest bid. The opportunity covers Lackawanna County, Pennsylvania (FIPS 42069).
The specifications, issued by the Commonwealth's Department of Human Services, cover baked goods, frozen cakes and pies, entrees, egg products, and non-meat items, with specified brands, product codes, pack counts, and weights for each. Vendors must supply only brands and products previously approved by the DPW Dietary Advisory Committee, and samples must be labeled with complete product information for formal evaluation. All products must be processed under USDA Meat and Poultry Inspection programs, carry legible production dates and ingredient statements, and have at least 30 days remaining before expiration at receipt. Frozen items travel by freezer truck to scheduled dates and hours at internal temperatures not exceeding 10°F. The facility may send samples for laboratory analysis at vendor expense, and unpaid lab bills result in denial of future awards.
Quantities are estimates that the facility may increase or decrease. The facility may cancel orders with 15 days' notice before scheduled delivery, and it pays only for products accepted, after invoicing. Vendors must note discrepancies between actual net weight or count and contracted amounts on delivery slips. Final acceptance of frozen items may rest on inspection of thawed product within 15 business days of delivery.
Bidders must submit BOP-2201, the Worker Protection and Investment Certification Form issued under Executive Order 2021-06, executed by an authorized official. False certifications carry contract termination and three-year ineligibility to bid on Commonwealth contracts under 62 Pa.C.S. § 531. The solicitation also includes a Reciprocal Limitations Act requirements file, posted November 5, 2026.
