About this opportunity
Water Valley Utilities Commission is requesting qualifications from firms to provide electrical distribution engineering services for federal disaster recovery grants, with responses due July 6, 2026 at 9:00 a.m. CST through the DFS Procurement Portal at dfs.bonfirehub.com. All work must comply with FEMA PA Program and Policy Guide FP 104-009-02 and the FEMA contract provisions guide for fiscal year 2024.
Respondents must be authorized to work under federal law and certify compliance with work authorization requirements under O.C.G.A. § 13-10-91(b)(1); contractors must register with E-Verify or a subsequent federal work authorization replacement program and maintain that enrollment throughout the contract term. All subcontractors must submit compliant affidavits. Mandatory certifications address non-collusion, lobbying, affirmative steps for small and minority businesses, debarment status, conflict of interest, drug-free workplace compliance, and insurance coverage.
The scope encompasses electrical distribution engineering support services related to federal disaster recovery grants. Respondents must submit a technical qualification package, three references, a list of possible subcontractors, and a basis of pricing with a schedule of rates per position.
Evaluation is weighted on experience on similar projects for similar entities and with state and federal projects (33 points), references (33 points), and staff availability at reasonable rates (34 points). Top-ranked firms will be contacted for further negotiations; multiple awards may be made based on individual project needs and compliance with 2 CFR 200.321.
Professional liability insurance with limits of $2 million per claim and $2 million aggregate is required, with proof due upon award and prior to contract execution. Questions are due June 29, 2026 at 12:00 p.m. CST. Electronic submission through the Portal is mandatory; hard copy, fax, email, and telephone submissions will not be accepted. Multiple submittals from the same entity are prohibited.
