About this opportunity

Letcher County Fiscal Court is requesting proposals for streambank restoration and fence repairs at Eolia Park along Franks Creek, with proposals due October 14, 2026 at 2:00 PM ET through the DFS Procurement Portal. Award is scheduled for October 19, 2026.

The scope spans three work sites and includes installation of 552 square yards of geotextile fabric, 1,214 tons of Class II channel lining, large boulders for J-Hook Vanes and Cross Vanes, and replacement of 96 square feet of aluminum fencing with associated rail and post work. The project redirects water flow to prevent streambank erosion and control grade. Work must be completed within 60 days of contract award. Contractors must provide before and after photographs with GPS coordinates, quarry or source documentation for materials, and haul-off location documentation for debris and spoils. Any contractor with overdue work for Letcher County is ineligible for additional work until those projects are completed.

Pricing is submitted on lump sum and unit price basis across nine line items including mobilization and demobilization; unit pricing must be all-inclusive of labor, equipment, materials, and supplies. Payment is made only after work completion, all documentation is received and reconciled by the Grants Management Team, and approval is obtained from the Fiscal Court. The project is funded through a FEMA grant, requiring documentation supporting all quantities such as quarry tickets and load counts.

Evaluation criteria are contractor experience in natural stream design features and federal reimbursement programs (25 points), proposal and work plan quality (15 points), cost proposal (30 points), references excluding debris removal work (10 points), and required interviews (20 points). Proposals will be opened publicly at 3:00 PM on October 14.
