The scope involves provision and installation of seven step pool boulder formations—five in the sediment retention pond and two in the creek leading to the lake—totaling approximately 215 tons of three-foot-diameter boulders to provide grade control and preliminary sediment control mitigating sediment accumulation that threatens Elkhorn Lake, the city's primary drinking water source. Pricing must include all labor, equipment, materials, and supplies on an all-inclusive basis and may not be increased except for city-approved changes.

The project is funded through a FEMA grant and requires compliance with all applicable federal, state, and local laws, including affirmative action requirements for small and minority businesses and women-owned enterprises. Payment is contingent on work completion and submission of comprehensive documentation including before and after GPS-tagged photographs, quarry source documentation, quantity supporting materials, and waste disposal records, followed by approval by the Grants Management Team and Fiscal Court.
