About this opportunity

The Michigan Department of Technology, Management & Budget (DTMB), State Facilities Administration is soliciting proposals for professional design and construction administration services for HVAC repairs at the Women's Huron Valley Correctional Facility in Ypsilanti, Michigan, with proposals due October 22, 2026 and a mandatory pre-proposal walkthrough on October 5, 2026.

Proposing firms must hold current Michigan licensure and demonstrate no defaults or terminations for cause within the past five years. Submission requires a Certification of Michigan Based Business and a Responsibility Certification form. The scope spans seven phases: Phase 100 (comprehensive study and evaluation of existing HVAC systems across two buildings in Calhoun and Dickinson counties), Phase 300–500 (schematic, preliminary, and final design with 50% and 90% milestone submittals and cost estimates), and Phase 600–700 (construction administration including bi-weekly progress meetings, on-site and virtual components, and all testing throughout construction). The professional must prepare permit applications where required and comply with EPA, OSHA, DOT, DCH, EGLE, DNR, and MIOSHA standards.

Compensation is structured as a not-to-exceed fee on billable hourly rates for professional staff; sub-consultant fees with markup not to exceed 5%; and reimbursable expenses (printing, reproduction, soil borings, site surveys, laboratory testing, and travel over 100 miles from the firm's office) with markup not to exceed 5% for services not performed in-house. All fringe benefits, insurance, overhead, and profit must be included in billable rates.

Evaluation is 80% technical merit and 20% cost. Written questions are due October 14, 2026 at 2:00 p.m. Eastern Time. Award recommendations are expected within thirty days of the proposal due date, with Phase 100 completion and design readiness targeted for February 2027 and construction commencement April 2027. Proposals must be submitted via SIGMA VSS and not exceed 25 megabytes. Contact: Sheryl Ananich, (517) 243–7605 or ananichs@michigan.gov.
