About this opportunity

The Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration Design and Construction Division is requesting proposals for professional design and construction administration services for the Handlon Correctional Facility Housing Unit B Conversion, with proposals due July 2, 2026 at 2:00 p.m. Eastern Time. A mandatory pre-proposal meeting was held June 18, 2026; questions were due June 24, 2026. The project converts Housing Unit B at 1728 Bluewater Highway, Ionia, Michigan from Level 2 to Level 4 security classification.

The scope encompasses two concurrent phases: Phase 1 includes exterior improvements (control fencing, pedestrian and vehicle access gates, concrete paving, exercise modules, basketball court, and site amenities); Phase 2 encompasses interior renovations (medical dispensary, classrooms, interview modules, religious cell conversion, and modifications to HVAC, lighting, power, fire alarm, and emergency lighting systems). Professional services span Preliminary Design (Phase 400), Final Design (Phase 500), Construction Administration—Office Services (Phase 600), and Construction Administration—Field Services (Phase 700). The prime professional must be licensed to practice in Michigan. Asbestos-containing materials are present in existing building components and require assessment and potential remediation. Design work is anticipated July 13 through September 7, 2026; construction August 24 through December 31, 2026.

Compensation is structured as billable rates (not-to-exceed fee model) with hourly billing rates for all personnel classifications; reimbursable expenses include actual costs for surveys, soil borings, testing, and printing with markup not to exceed 5 percent, plus travel reimbursement at State rates for distances beyond 100 miles one-way. Evaluation uses 80/20 weighting: Technical Proposal (80%) and Cost Proposal (20%). Award is anticipated July 9, 2026. The State Office of Management will provide a topographic survey approximately 2–3 weeks after the perimeter is confirmed. Contractor representatives require LEIN clearance prior to facility access. Proposing firms must certify Michigan business status and acknowledge all addenda.
