About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, Design and Construction Division, on behalf of the Michigan Department of Corrections, is soliciting proposals for professional architectural and engineering services for the Alger Correctional Facility located in Munising, Michigan. This Request for Proposals encompasses Phases 500 (Final Design), 600 (Construction Administration—Office Services), and 700 (Construction Administration—Field Services) for two distinct capital improvement projects: replacement of a 35-year-old warehouse cooler/freezer system and structural roof replacements on two facility buildings, with an additional concurrent Phase 100 study phase to evaluate existing light pole concrete and luminaire bases throughout the facility. The selected Professional Services Consultant must develop final design and contract documents, manage biweekly pre-construction and progress meetings (one virtual, one onsite), conduct biweekly on-site inspections, and provide construction administration throughout the project duration, with design work commencing immediately upon contract award and construction anticipated in spring/summer 2026. Proposals must include detailed cost breakdowns for all phases, reimbursable expenses, and construction cost estimates at 50%, 90%, and 100% design completion stages, with suggested allowances specified for LARA plan review ($2,000), roof coring and temporary patching ($10,000), BFS coordination ($1,000), and hazardous material testing and abatement ($10,000). Evaluation will be based 80 percent on the Technical Proposal (Part I) and 20 percent on the Cost Proposal (Part II), with compensation provided on a not-to-exceed, billable-rate basis. Critical deadlines include a mandatory pre-proposal walk-through meeting on Wednesday, September 10, 2025, at 10:00 a.m. EST at the facility's Administration Building Conference Room; written questions due by 12:00 p.m. Eastern on September 17, 2025; and proposals due by 2:00 p.m. Eastern on September 25, 2025, submitted through SIGMA VSS with award recommendation expected within thirty days.
The RFP requires all contractors attending the pre-proposal meeting to submit a Vendor/Contractor LEIN Request form and a Certification of Michigan Based Business five business days prior to the meeting, with the state reserving the right to reject any or all proposals. Proposals must demonstrate compliance with DTMB State Facilities Administration Design and Construction Division policies, current DC Spec General Conditions, and Master Spec format requirements, and the selected PSC must maintain minimum insurance coverage including $1,000,000 commercial general liability, $2,000,000 umbrella liability, $1,000,000 automobile liability, and $1,000,000 professional liability with prevailing wage and federal Davis-Bacon wage requirements potentially applicable if the project receives federal funding. The contract must accommodate the facility's continued operations with minimal disruptions and requires design coordination with multiple review entities including MDOC, DTMB, LARA, and BFS. Proposed solutions must integrate with existing infrastructure including the MDOC Starnet system for cooler and freezer alarm connectivity and coordinate with light pole and security camera infrastructure documented in the site plans provided. The MDOC has allocated construction budgets of $750,000 for the cooler/freezer replacement and $350,000 for the roof replacements, with reimbursable expenses to be managed under a 5 percent markup cap for sub-consultant and non-in-house services, while all fringe benefits, insurance, overhead, and profit must be included in the hourly billing rates.
