About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, on behalf of the Michigan Department of Corrections, is soliciting professional architectural and engineering services through a Request for Proposals (RFP) for a Phase 100 Study of exhaust fan and smoke purge systems at the Baraga Correctional Facility. The procurement seeks a licensed architectural or engineering firm to conduct a comprehensive assessment of aging HVAC exhaust systems and smoke purge controls in seven housing units, with equipment dating from the late 1980s, and to evaluate functionality, current capacity, code compliance, and replacement needs. Key deliverables include cost estimates for all recommended system upgrade options (both code-required and enhanced alternatives), life-cycle cost analyses comparing maintenance and initial capital costs, identification of potential energy rebates available through SEMCO (natural gas) and the Village of Baraga (electricity), integration with an ongoing shower replacement project's ventilation upgrades, and analysis of backup generator support expansion for all seven units currently limited to three units. The contractor must provide bi-weekly progress summaries, conduct site investigations and inspections, verify drawing accuracy, maintain detailed project records, comply with all Michigan construction codes and accessibility requirements including ADA standards, and coordinate with the project team at mandatory meetings at project kickoff, 50% completion, and 90% completion. Proposals must be submitted electronically through the State of Michigan Procurement System (SIGMA VSS) by 2:00 p.m. Eastern Time on Thursday, May 1, 2025; a mandatory pre-proposal meeting with site walkthrough was held on Tuesday, April 15, 2025, at 1:00 p.m. Eastern Time at Baraga Correctional Facility; and written questions must be submitted by Friday, April 25, 2025, at 2:00 p.m. Eastern Time to DTMB Project Director Tom Pawlowski. Contract award recommendations are expected within thirty days following the proposal due date, and proposals will be evaluated based on technical qualifications weighted at eighty percent and cost proposal weighted at twenty percent, with compensation structured as a billable hourly rate for each staff classification with a not-to-exceed maximum amount combining all phases, fees, and reimbursable expenses.
The RFP requires all responding firms to provide signed Certification of a Michigan Based Business and Responsibility Certification forms with their proposals, and all contractor representatives must obtain mandatory Law Enforcement Information Network (LEIN) clearance at least five business days prior to the pre-proposal meeting and complete DOC facility orientation training and site sign-in procedures coordinated with custody staff, as work will be conducted at an operating correctional facility within the secure perimeter where access is strictly controlled and monitored and may be subject to delays due to correctional operations. Compensation is provided on a not-to-exceed hourly billing rate basis with rates established in the professional's proposal and based on documented historical operating expenses; hourly billing rates include all overhead costs such as employee fringe benefits, insurance, taxes, utilities, equipment, and reproduction services, with reimbursable expenses including actual costs for printing, reproduction, soil borings, site surveys, and laboratory testing with a maximum markup of five percent for sub-consultant services and travel expenses beyond one hundred miles one-way from the firm's office reimbursable at State of Michigan rates. The professional firm must maintain workers' compensation insurance, professional liability (errors and omissions) insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 annual aggregate, commercial general liability insurance, automobile liability insurance, and umbrella liability coverage as specified, and must indemnify and defend the State against claims arising from the professional's negligence, errors, omissions, or delinquencies. All project deliverables, including reports, drawings, electronic data, and specifications, become the property of the State upon project completion and acceptance of work. No specific award value or budget range is disclosed in the procurement documents; however, the State of Michigan reserves the right to reject any or all proposals and is not liable for costs incurred prior to contract execution.
