About this opportunity

The North Carolina Department of Public Safety, Division of Emergency Management (NCEM) is requesting proposals from qualified design-builders to provide residential elevation services for the Carteret County Elevations project under the Hazard Mitigation Grant Program, with proposals due November 12, 2026 at 2:00 PM ET.

Vendors must be North Carolina registered, maintain E-Verify compliance, and hold appropriate licensure—Professional Engineer, General Contractor, or Professional Land Surveyor. Financial stability certification and demonstrated capacity to perform are required. The State will evaluate proposals in two steps: first screening for qualification criteria (Attachments I and J), then selecting the lowest responsive, responsible bidder from the top three qualified candidates.

The scope encompasses comprehensive elevation services for multiple residential structures, including obtaining approved engineered designs, acquiring all necessary permits and inspections from local jurisdictions, construction management before, during, and after elevation, completion of elevation certificates, and obtaining certificates of occupancy or completion. Upon completion, each site must be returned to a state that meets or exceeds pre-elevation conditions and comply with local, State, and Federal requirements. The State provides 35 percent of design documentation and retains the right to recover costs from change orders if site conditions vary from provided documents.

Pricing is submitted on a per-square-foot or lump-sum fixed-price basis per project (Attachment A: Bid Worksheet), with all costs including labor, materials, transportation, overhead, and profit. The contract term runs 12 months from award or until completion and acceptance, whichever is sooner. The State reserves the option to renew for up to two additional one-year terms at its sole discretion with 30 days' written notice. Pre-construction meeting must occur within 14 calendar days of award; construction mobilization is required within 90 days. Liquidated damages of $250 per day apply for delays beyond contracted completion timeframes. All work must comply with FEMA HMGP requirements, ASCE 24 flood-resistant design standards, ADA requirements, and applicable North Carolina building codes.
