About this opportunity
The North Carolina Department of Natural and Cultural Resources, Division of State Parks, is soliciting bids through IFB 46-DNCR-27-2198 for septic tank pumping, hauling, and disposal at Mount Mitchell State Park, with written questions due November 10, 2026 at 5:00 p.m. ET and bids due December 1, 2026 at 2:00 p.m. ET. The solicitation names no set-aside or preference program and no local-vendor requirement.
The work covers pumping, transporting, and legally disposing of wastewater from a 10,000-gallon holding tank that serves as temporary wastewater management while a permanent septic system is under construction. The vendor must supply all equipment, materials, and labor. Service is required as needed from April 15 through November 15 each year, at an anticipated frequency of once to twice weekly depending on visitor volume, preferably on Mondays and Fridays. Each service visit requires documentation of the date, gallons pumped, and disposal location. Vendors must hold current Septage Waste Management Firm Permits and Disposal & Site Authorizations, provide personnel qualifications and licenses, and submit at least three customer references for similar services.
Pricing is a cost per gallon for pumping, hauling, and disposal, evaluated on 3,000 gallons for bidding purposes only. Award goes to the lowest responsive bid meeting specifications. The State may make separate awards to different vendors, waive minor informalities, or cancel the IFB. The selected vendor must register with the North Carolina Secretary of State within ten business days of award notification or face disqualification.
The base term runs one year, January 1 through December 31, 2027. The State holds the option to renew for up to two additional one-year terms at its sole discretion, with written notice required thirty days before each term ends. Invoices must include detailed information and go to the State Parks accounts payable office.
Place of performance is Mount Mitchell State Park, 2388 NC-128, Burnsville, NC 28714, in Watauga County. The park entrance is off the Blue Ridge Parkway, which is closed north of the park, so access is from the Asheville side only.
