About this opportunity
Colorado Parks and Wildlife is requesting bids for demolition and reconstruction of a retaining wall at the Glenwood Springs State Fish Unit in Mesa County, Colorado under IFB 2027-061, with bids due September 10, 2026 at 1:00 p.m. Service Disabled Veteran Owned Small Business (SDVOSB) bidders meeting federal certification requirements receive a 5% bid preference.
The scope comprises removal of an existing cinder block retaining wall and construction of a new precast modular block concrete retaining wall approximately 136 feet long, 3 feet tall, and 410 square face feet; miscellaneous asphalt replacement (97 square yards); and site work including asphalt or interim road-base surfacing along Mitchell Creek Road, subgrade preparation with scarification and recompaction of native soil, a No. 57 crushed-stone leveling pad per AASHTO M43, and subdrain piping for drainage management. The base bid contains five line items: mobilization, construction surveying, demolition and removal, precast modular block concrete retaining wall pricing, and asphalt paving pricing. An optional sixth item covers general laborer time. All field adjustments, including potential wall relocation, concrete removal, and drainage control measures, require advance approval from the CPW Project Manager. The contractor must accommodate semi-truck and trailer access with hatchery staff assistance.
The contract term runs 60 calendar days from notice to proceed, with a tentative substantial completion date of November 12, 2026. Award is contingent on the lowest responsible bid falling within available funds. The successful bidder must furnish 100% performance and labor-and-material bonds if the award equals or exceeds $150,000, provide proof of workers' compensation, commercial general liability, automobile, and pollution liability insurance with $1,000,000 minimum coverage, and obtain a Colorado Secretary of State Certificate of Good Standing. Liquidated damages are $375 per day for failure to complete within the contract period. A non-mandatory pre-bid conference was held September 1, 2026 at 11:00 a.m. at the project site. The tentative notice of award is September 14, 2026; notice to proceed is September 21, 2026.
