About this opportunity
The St. Johns River Water Management District (SJRWMD) is issuing a Quote Request (Solicitation 42144QR26) for bulk fertilizer application services to District levees across multiple counties in Florida. The procurement seeks qualified respondents to supply all labor, equipment, and materials necessary to furnish and apply bulk fertilizer to approximately 360 acres of levee slopes across ten separate levee locations in Indian River, Brevard, and Osceola Counties. The fertilizer must meet specific formulation requirements of 20-0-10 with a minimum of 50% slow-release nitrogen, 2.00% magnesium, and 2.00% iron, applied at a rate of 230 pounds per acre during Spring 2026, with all work completion required by June 30, 2026. Respondents must demonstrate verifiable skill, ability, integrity, and reliability, and must provide proof of active Florida business registration, E-Verify enrollment, current licenses or certifications, general qualifications documentation, and evidence of similar projects completed within the past three years. The District will award the contract to the lowest responsive and responsible respondent based on unit cost pricing submitted per acre for each of the ten levee areas, with the total project cost calculated by the District based on estimated acreages. The deadline for submitting questions is April 7, 2026, at 5:00 PM, with Quote submittals due by 2:00 PM on Tuesday, April 15, 2026; no pre-quote meeting has been scheduled. The contract term extends from execution through June 30, 2026, with no renewal options specified.
Respondents must provide a Certificate of Insurability meeting specified requirements including Workers' Compensation, Commercial General Liability insurance of $1,000,000 per occurrence/$2,000,000 aggregate, Automobile Liability insurance of $500,000 combined single limit, and Pollution Liability insurance with a $1,000,000 minimum. The District is exempt from Florida sales tax, and contractors will be classified as independent contractors responsible for all labor taxes, employment benefits, and compliance with applicable federal and state laws, including the Affordable Care Act and E-Verify requirements. Funding for this procurement is contingent upon annual appropriations by the District's Governing Board or other designated sources. No specific set-aside designations for disadvantaged enterprises or minority-owned businesses are indicated in the solicitation documents. No incumbent vendors or current contractors are identified in the available documentation. The solicitation does not provide a stated budget range or estimated award value; pricing will be evaluated on a competitive basis with contract award to the lowest responsive and responsible bidder meeting all technical and insurance requirements.
