About this opportunity

The state and local contract opportunity, identified as 684819ce2f71262b690d0bd2, is a significant infrastructure improvement project for the Western Branch Sewer System located in Portsmouth City, Virginia. The procurement is being managed by Hampton Roads Sanitation District (HRSD) and focuses on comprehensive sewer system upgrades. Specific project deliverables include replacing 1,725 linear feet of 18-inch VCP pipe with 24-inch PVC pipe, rehabilitating approximately 3,806 linear feet of sewer pipes using CIPP liner technology across multiple pipe diameters, and replacing seven existing manholes with polymer structures. Additionally, the project encompasses 12 manhole rehabilitations, pavement mill and overlay work, and requires maintaining traffic flow and continuous sewer service throughout construction. The solicitation was posted on June 9, 2025, with a proposal submission deadline of July 15, 2025. Importantly, responses must be submitted exclusively through HRSD's Online Oracle ERP system, with detailed specifications and potential addenda available through that platform. Prospective bidders are required to register on the system at https://www.hrsd.com/procurement.

While specific set-aside designations are not explicitly detailed in the provided documentation, the project appears to be open to qualified contractors with demonstrated expertise in municipal infrastructure rehabilitation and sewer system improvements. The complex nature of the work suggests that bidders will need significant technical capabilities, including experience with pipe replacement, CIPP lining techniques, and municipal construction project management. No incumbent vendors are specifically mentioned, and the procurement does not indicate explicit restrictions on organizational types. The project's technical complexity implies that prime contractors will likely need substantial engineering and construction credentials. Though no precise budget range is specified, municipal infrastructure projects of this scale typically represent significant capital investments, potentially ranging from several hundred thousand to multiple million dollars. Contractors interested in responding must carefully review the full solicitation details through HRSD's online system and ensure complete compliance with all technical specifications and submission requirements.
