About this opportunity
The Virginia Department of Transportation (VDOT) is soliciting bids for 2027 surface treatment work on secondary roads in the Amelia and Powhatan counties within the Richmond district, with bids due October 28, 2026. Contractors must meet VDOT prequalification requirements — a mandatory eligibility filter.
Work items include modified single seal treatments (190,268 square yards), scratch/level type I (526 tons), flagger services (181 hours), pavement marking eradication and installation, and temporary and permanent pavement markings. Project completion is October 17, 2027. All work must comply with Virginia Department of Transportation Road and Bridge Specifications (2020 edition with 2022 supplements), Virginia Work Area Protection Manual version 11.0, and Virginia MUTCD version 11.0.
The contract is federally funded under FHWA project PM04545 and state project ST4C-004-F27, P401. Davis-Bacon prevailing wage requirements apply, with established rates for flaggers ($12.89/hour), asphalt spreaders ($19.09/hour), operators, and laborers. Contractors must submit weekly certified payrolls and maintain detailed worker records for three years post-completion. Compliance with Executive Orders 13706 and 13658 regarding paid sick leave and minimum wage is mandatory.
Bid bonds equal to five percent of the bid amount are required. The contract includes provisions for fuel and asphalt price adjustments, mandatory vacuuming of surface treatments, and security requirements for portable changeable message signs. Sweeping prior to pavement marking installation must be completed within 30 calendar days of surface treatment placement, with costs included in pavement marking prices. No payment is permitted for surface treatment materials on hand. Contractors must submit all questions through VDOT's Contractors Advertisement Bulletin Board (CABB).
