About this opportunity

The State of Maine is requesting quotations for one new 4-wheel ATV under RFQ, with quotes due April 22, 2013. Tie bids are resolved in favor of in-state bidders or those offering Maine-produced commodities.

The ATV must meet detailed specifications including a 500–550 cc liquid-cooled four-stroke engine, automatic transmission with high and low ranges, shaft drive with 2wd/4wd capability, dual-hydraulic front disc brakes with rear drum brakes, long-travel independent suspension with 6.7 inches of travel front and rear, digital LCD multifunction display, 25 x 8 x 12 front and 25 x 10 x 12 rear tires, 4-gallon fuel capacity, 850-pound towing capacity, and a minimum 3,500-pound front-mounted winch with handlebar-mounted switch. The unit must include Forest Service approval for its spark arrestor and meet stated dimensions of 83 inches length, 46.8 inches width, and 46.4 inches height with 7.5 inches of ground clearance. Vendors must submit descriptive literature of the proposed unit and failure to do so may result in bid disqualification.

Vendors must be authorized Maine ATV dealers capable of providing service support. Delivery must be to Ashland or made available for pickup within a 150-mile radius of Ashland. Award will be made on a best value basis considering the vendor's ability to meet or closely meet specifications alongside price and delivery. Pricing must include all trade or quantity discounts and be delivered to destination with transportation charges prepaid; cash discounts of less than 20 days will not be considered in evaluation. All questions must be submitted through the Q&A portal on the Solicitation Details View page; questions and answers obtained through other channels will not be considered valid.
