About this opportunity
The City of Philadelphia is soliciting quotes for a micro purchase of four drum spill containment pallets with drain capabilities through the PHLContracts eProcurement platform. This procurement will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award and are prohibited from delivering products or providing services until formally notified by the department. All quoted prices must be submitted electronically through PHLContracts by the May 8, 2026 due date, with the time of bid opening as displayed in the system serving as the controlling deadline. The contract will commence on the effective date listed in PHLContracts and automatically terminate 365 days thereafter without further action by the City. All products must be delivered FOB Destination Point at net prices exclusive of taxes, and the City reserves the right to reject any or all quotes, accept quotes from multiple sellers, or accept quotes on individual line items. Payment will be made following delivery, City approval of products, and submission of invoices, processed through electronic deposits.
The City of Philadelphia offers no specific set-asides for disadvantaged enterprises; however, vendors are encouraged to voluntarily provide information regarding LGBTQ business ownership and certifications through the NGLCC/IBA or other third-party certifications such as those issued by the Eastern Minority Supplier Development Council, Pennsylvania Unified Certification Program, Disability:IN, or Women's Business Enterprise National Council, which may support the City's diversity, equity, and inclusion procurement objectives. No incumbent vendor status or current contractor information has been identified in the available documentation. Vendors must maintain general liability insurance with limits of $500,000 per occurrence, workers' compensation at statutory limits, and automobile liability insurance at $300,000 per occurrence if applicable. The total quote shall not exceed $43,000, adjusted annually by the Consumer Price Index for All Urban Consumers (CPI-U), and vendors must certify they are not indebted to the City for delinquent taxes, liens, judgments, or other debts while complying with all applicable City, state, and federal laws, including nondiscrimination requirements and ethics regulations. Submission of an executed Consent & Authorization form is mandatory for all vendors, with failure to submit resulting in the quote being deemed non-responsive and ineligible for consideration.
