About this opportunity

The City of Philadelphia is soliciting quotes for a small order purchase of four drum spill containment pallets with drain through its PHLContracts eProcurement platform. This micro purchase solicitation will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. All sellers must quote all items to be eligible for award consideration. The procurement requires submission of a completed and executed Consent and Authorization Agreement, completion of all mandatory tabs within the online bidding system (including General, Items, Questions, Terms & Conditions, Attachments, and Summary tabs), acceptance of the stated terms and conditions, and submission of all required documentation prior to bid closing. Quotes must be submitted electronically through PHLContracts by the April 7, 2026 due date, with no delivery or services to commence until directed by the City department. The contract term extends 365 days from the effective date, with automatic termination thereafter. Vendors must provide pricing on an FOB Destination Point basis, exclusive of taxes, as the City is exempt from applicable federal excise, transportation, and Pennsylvania sales and use taxes.

While no specific set-asides for disadvantaged enterprises are noted in the solicitation documents, the City encourages voluntary submission of an LGBTQ Applicant Opportunity Data Form to assist in identifying and tracking LGBTQ-owned businesses, including those certified through the National LGBT Chamber of Commerce, Independence Business Alliance, or other certifying agencies such as ESMDC, PAUCP, or WBENC. Prospective vendors must maintain workers' compensation insurance at statutory limits, general liability insurance with minimum coverage of $500,000 per occurrence, and automobile liability insurance with minimum limits of $300,000 per occurrence, with the City named as additional insured. Vendors must not be indebted to the City for delinquent taxes, liens, or judgments, and no City employee or official may hold a direct or indirect financial interest in the contract award. The total contract value may not exceed $43,000, adjusted annually by the CPI-U percentage increase from January 1, 2020 and rounded to the nearest $1,000. Payment is contingent upon City approval and submission of invoices, which are processed through electronic deposit to the vendor's designated bank account.
