About this opportunity

The Florida Department of Transportation (FDOT) is issuing a Request for Proposal (RFP) for the procurement of 3D pavement surface data to enhance roadway safety. The primary objectives of this research project are to investigate 3D pavement surface data to identify, develop, and validate relationships with pavement macrotexture, as well as provide critical thresholds for safety-related pavement condition measurements and techniques to indicate friction condition using 3D data. The RFP outlines a 6-task scope of work including a literature review, developing macrotexture analysis methods, macrotexture measurement verification, an implementation workshop, a draft final report, and a final report. Proposals are due on November 22, 2022 by 1:00 PM EST, with a public opening for technical proposals on the same day at 2:00 PM EST. The public opening for price proposals will be held on December 13, 2022 at 10:00 AM EST. The anticipated contract term is 18 months from the date of execution. The RFP states the Department has a total maximum budgetary amount of $200,000 for this contract, and proposals exceeding this amount will be considered non-responsive.

The RFP does not mention any set-asides or incumbent contractors, and indicates the contract may be renewed for up to 3 years or the term of the original contract, whichever is longer. Payment will be made upon completion and approval of each task deliverable. All bidders, proposers, and respondents must be registered in the State of Florida's MyFloridaMarketplace system, and properly licensed if the business being provided requires individuals to be licensed by the Florida Department of Business and Professional Regulation.
