The California Department of Forestry and Fire Protection (CAL FIRE) is requesting bids on fire hydrant replacement services at Fenner Conservation Camp in Valyermo, California under IFB 3CA07818, with bids due August 5, 2026 at 5:00 p.m., and a mandatory pre-bid walk-through on July 22, 2026 at 10:00 a.m. Small Business and Disabled Veteran Business Enterprise (DVBE) preferences apply: certified small businesses and non-small businesses subcontracting at least 25 percent of net bid price to certified small businesses receive a five percent preference; a separate DVBE incentive program offers percentage-based incentives up to a $100,000 cap based on verified DVBE participation levels.
The scope encompasses furnishing, installing, removing, and replacing four fire hydrant and valve locations with Mueller fire hydrants or CAL FIRE-approved equivalents. The contractor must provide all materials, labor, equipment, tools, permits, taxes, transportation, and fees, including utility locating, trenching, excavation, asphalt and concrete removal, backfilling, compaction, and site restoration. Services are performed during normal working hours, Monday through Friday, 7:00 a.m. to 5:00 p.m., excluding state holidays.
The contract commences July 15, 2026 and expires July 14, 2027, with CAL FIRE retaining the right to extend for one additional year at the same terms and conditions. Bids will be evaluated using lump-sum, all-inclusive pricing with no additional allowances.
The contractor must hold a C-16 Fire Protection Contractor license from the California Contractors State Licensing Board and register as a public works contractor with the Department of Industrial Relations. State prevailing wage rates apply to Los Angeles County, with compliance monitored through certified payroll records. If the bid price exceeds $461,000, a bidder's bond is required; if it exceeds $25,000, a payment bond equal to 100 percent of the contract amount must be provided prior to work commencement. Written questions are due July 29, 2026. Bid opening occurs August 6, 2026 at 11:00 a.m.
