About this opportunity
The Commonwealth of Pennsylvania Department of Environmental Protection (DEP), Bureau of Air Quality, is soliciting bids through an Invitation for Bids (IFB) procurement for Project 35X197763, the Kittanning Electrical Upgrade, located in Armstrong County, Pennsylvania. The project involves upgrading electrical service to a DEP air monitoring station located at Glade Drive and Nolte Road in Kittanning, Pennsylvania 16201. The work encompasses installation of a single-phase, 120/240 VAC, 100-amp electrical service originating from a service pole to a drop pole behind the shelter, with underground conduit routing to a metal-framed kiosk housing a breaker panel with locking cover and two 20-amp ground fault interrupt (GFI) outlets on separate circuits. Additional deliverables include service entrance wiring in buried conduit from the kiosk to the station with proper grounding through ground rods at both locations, potential replacement of the drop pole if necessary, and full compliance with National Electrical Code standards, Underwriter's Laboratory specifications, West Penn Power requirements, and all local permitting and inspection protocols. Bidders must submit electronically via the Commonwealth's procurement system (SRM) no later than April 13, 2026, with the contract awarded on a lump sum basis to the lowest responsive and responsible bidder. Technical specification questions should be directed to Carl Shaver at (717) 439-6981 or cshaver@pa.gov, while bidding procedure questions should be directed to Angel Mercado at angmercado@pa.gov. Prospective bidders may submit written questions, with inquiries received within 48 hours prior to the bid due date answered at the Commonwealth's discretion. Contractors must obtain all necessary electrical permits and inspections, comply with Pennsylvania One Call requirements before excavation, maintain workers' compensation and comprehensive general liability insurance with minimum coverage of $500,000 per occurrence, and register as a vendor in Pennsylvania's Vendor Master file to receive an award.
This procurement is subject to federal compliance requirements, including prevailing wage standards under the Davis-Bacon Act, Contract Work Hours and Safety Standards Act compliance, Equal Employment Opportunity standards per Executive Order 11246, and MBE/WBE utilization requirements per 40 CFR Part 33 with mandatory quarterly reporting to the Pennsylvania Office of the Budget. Contractors must register in the System for Award Management (SAM.gov) with a unique entity identifier (UEI) and comply with the Build America Buy America Act infrastructure provisions requiring domestic sourcing of iron, steel, and manufactured products. Additionally, all contractors and authorized officials must certify compliance with Pennsylvania's Unemployment Compensation Law, Workers' Compensation Law, and all applicable state labor and workforce safety laws through the Worker Protection and Investment Certification Form (BOP-2201); false certifications may result in contract termination and three-year ineligibility to bid on Commonwealth contracts. The project is funded through the Infrastructure Investment and Jobs Act of 2021 and/or the Inflation Reduction Act of 2022, with contractors potentially eligible for additional Commonwealth Workforce Transformation Fund support. Payment will be made within approximately 20 business days upon satisfactory completion and receipt of the invoice by the Comptroller, with contractors able to elect payment by MasterCard credit card via phone or by check with an active SAP Vendor ID. No specific budget range or award value has been disclosed in the procurement documents.
