About this opportunity
The Maryland State Highway Administration is requesting bids on preventative maintenance, inspection, and repair services for high-pressure hot water wash equipment at the Marlboro Shop Maintenance Facility in Prince George's County, with bids due November 7, 2025 at 2:00 PM and a mandatory site visit on November 3, 2025. This is a Small Business Reserve procurement limited to certified small businesses; the SBR designation may be removed if insufficient interest is demonstrated.
Bidders must have a minimum of five years' experience in industrial high-pressure hot water washer system maintenance and employ two full-time service technicians with at least three years' experience each. Three references from work performed within the preceding 24 months are required. The scope includes on-an-as-needed maintenance and repair services plus supplies: trigger guns, dual lances, high-pressure hoses (4000 PSI minimum, 3/8" × 50' with 2 wire), reels with side handles, and biodegradable detergent/soap. The bid form solicits unit pricing for service technician labor (75 hours), apprentice/helper labor (30 hours), 2,400 gallons of detergent/soap, 12 high-pressure hoses, 6 trigger guns, and 6 reels. Parts and materials will be billed at actual cost plus a maximum 20 percent markup. Labor invoices for time-and-materials work must be submitted by the 5th business day of the month following performance; travel reimbursement is not authorized.
The contract term does not exceed two years and will be awarded as a fixed-price contract to the responsive and responsible bidder with the lowest price. MBE/DBE and VSBE subcontracting goals are both zero percent. Bidders must maintain commercial general liability insurance of at least $1 million per occurrence and workers' compensation insurance of $1 million per occurrence. Questions are due November 5, 2025 at 2:00 PM. Site-visit attendance registration is required by October 29, 2025. No federal funding applies.
