About this opportunity

The Virginia Department of Transportation (VDOT) is requesting bids on a 2027 surface treatment project for secondary routes in Pittsylvania and Halifax counties within the Lynchburg district, with electronic bids due October 28, 2026 at 10:00 a.m. through the Bidx platform. Prequalification is required. This is a Federal-aid highway construction contract subject to Davis-Bacon prevailing wage requirements and strict adherence to Virginia Department of Transportation Road and Bridge Specifications (2020 and 2022 supplements) and the Virginia Work Area Protection Manual.

The scope encompasses modified single seal surface treatment across approximately 759,439 square yards on various routes, along with associated work including flagger services, pavement marking eradication, temporary pavement markings, and permanent pavement markings. Permanent pavement markings must be installed within 30 calendar days after surface treatment completion. Bidders must submit proposals on all scheduled items without conditions or reservations.

The contract completion date is October 17, 2027. Prevailing wage rates established for Halifax and Pittsylvania counties range from $11.99 per hour for flaggers to $26.68 per hour for crane operators, with no fringe benefits except for certain classifications. The contract is subject to federal labor standards including Executive Order 13706 (paid sick leave) and Executive Order 13658 (minimum wage rates), and contractors must comply with nondiscrimination, equal employment opportunity, drug-free workplace, and security requirements for portable changeable message signs.

A bid bond conforming to Section 102.07 of the specifications is required in an amount equal to five percent of the total bid value. No payment for material on hand will be made for surface treatment materials. The project is eligible for optional fuel and asphalt material price adjustments, with fuel adjustment factors specified at 0.013 gallons per unit for modified single seal. All questions must be submitted using the CABB (Contractors Advertisement Bulletin Board) system.
