About this opportunity
Hawaii Department of Transportation Highways Division is soliciting bids on replacement of corroded traffic signal equipment and pedestrian facilities at the Kahului Beach Road and Kanaloa Avenue intersection on Maui under Project 3400A-01-20R, with proposals due July 24, 2026 and a virtual pre-bid conference on June 18. Mandatory workforce compliance filters bidders: a valid State of Hawaii General Engineering "A" license is required at time of bidding, and the contractor must maintain a minimum 80 percent Hawaii-resident workforce under HRS 103B-3. A 5 percent bid adjustment is available for parties to apprenticeship agreements under HRS 103-55.6.
The scope includes replacement of signal poles, signal heads, traffic controller assemblies, and electrical service equipment; replacement and upgrade of all pedestrian signal equipment (signal heads, push buttons); new raised concrete islands and ADA-compliant curb ramps with detectable warning surfaces; and erosion control and traffic management during construction. The work is located at the Kahului Beach Road and Kanaloa Avenue intersection on the Island of Maui, with physical work required to commence within 14 calendar days of Notice to Proceed.
Estimated construction cost is $2.5 million to $2.75 million. The contractor must post a proposal guaranty of not less than 5 percent of the bid amount and surety performance and payment bonds equal to 100 percent of the contract price plus 5 percent estimated for extra work. Insurance requirements include workers' compensation, auto liability with a combined single limit of not less than $1 million per occurrence, and general liability with limits of not less than $2 million per occurrence. Prevailing wage requirements under Chapter 104, HRS, apply. Contract award is expected within 60 calendar days of bid opening. Questions are due June 26, 2026 at 2:00 p.m. HST. Proposals must be submitted through the Hawaii eProcurement System (HIePRO).
