About this opportunity
The Texas Workforce Commission is conducting an open enrollment for service providers in the Senior Keys to Independence Program (SKIP), a case management and care coordination initiative for seniors aged 60 and older, with applications due March 2, 2026 at 10:00 a.m. CST. This is a statewide opportunity with no geographic limitation; qualified applicants may serve customers across all Texas counties, and TWC indicates intent to award multiple contracts within individual counties or groups of counties.
SKIP is a bilateral contract vehicle under the TWC Vocational Rehabilitation Services division. Providers must deliver person-centered, culturally competent case management, care coordination, service referrals, and assistance accessing community resources and benefits. Service delivery spans regular participant communication, periodic reassessment, and care coordination across multiple providers and agencies. Performance is measured on participant satisfaction, service utilization rates, outcome measures tied to independence and quality of life, and timely completion of assessments and care plans. The contract term commences upon full execution and expires five years from that date; TWC reserves the right to cancel for convenience if zero expenditures occur during any twelve-month period.
Applicants must submit a comprehensive enrollment packet electronically through the TWC Procurement Portal, including Form 1 (Execution of Offer), Form 2 (W-9 and Direct Deposit), Form 3 (Child Support Certification), Form 4 (VR Standards for Provider Certification), Form 6 (Provider Insurance Certification), Form 7 (Entity Headquarters Information Management), Forms 8–9 (Entity Headquarters Information Services and Locations), Forms 10–11 (Physical Location Certification), and Form 12 (Provider Staff Information). All staff interacting with customers require criminal background checks updated every three years. Providers must carry general or business liability insurance, premises liability if operating owned or leased locations, and commercial vehicle liability if staff transport customers. Required staff qualifications and language proficiencies must be documented; the form identifies specific service categories including blind services, employment services, customized employment, pre-employment transition services, Project SEARCH services, and mental health and substance use services. Compensation is based on a fee schedule in Exhibit A; no specific contract value or guaranteed volume is stated. Funding is contingent on state appropriations. Addendum No. 1 (February 9, 2026) designates Meghan Osborn, CTCD, as sole point of contact via the TWC Procurement Portal. Addendum No. 2 (February 19, 2026) established the five-year contract term and termination-for-convenience provisions. All applicants must acknowledge both addenda or face disqualification.
