About this opportunity

The Ohio Department of Transportation (ODOT) District 9 is seeking multiple contractors to establish a term contract for rebuilding and repairing guardrail systems, end treatments, and impact attenuators across eight counties including Adams County. This Invitation to Bid (ITB) solicits proposals for comprehensive roadway safety infrastructure services, specifically targeting the repair, installation, removal, and replacement of guardrail components, bridge rail assemblies, and related roadside safety equipment. Contractors must utilize only pre-approved products listed on ODOT's Office of Roadway Engineering website and submit pricing for all line items on a unit basis. The contract will run from the date of execution through June 30, 2026, with the bid submission deadline set for November 19, 2025. Key qualifications include compliance with Ohio Prevailing Wage Laws, maintaining required insurance coverage (including $1,000,000 Commercial General Liability and Automobile Liability), and adhering to ODOT Construction and Materials Specifications. Contractors cannot commence work without written authorization from the District 9 Roadway Services Manager and must complete assigned work orders within 30 days or negotiate an extension.

The procurement allows multiple award recipients pursuant to Ohio Revised Code Section 5513.02, meaning several responsive bidders may be selected. While no specific disadvantaged enterprise requirements are explicitly stated, contractors must demonstrate comprehensive capabilities in roadway safety infrastructure services. The contract covers mobilization compensation on a per-calendar-day basis across three designated regional zones within District 9. Pricing submissions require detailed unit prices for over 70 different line items, including guardrail removal, installation of various guardrail types, anchor assemblies, bridge terminal assemblies, and impact attenuators. Vendors must provide both hardcopy and electronic bid packages, with pricing differentiated between non-prevailing and prevailing wage rates and response timeframes. Though specific budget ranges are not disclosed, the comprehensive nature of the contract suggests significant potential contract value. Contractors will be responsible for all traffic control, public safety measures, and potential underground utility damage, indicating a complex and demanding service requirement.
