About this opportunity

The Columbus Consolidated Government of Columbus, Georgia is seeking vendors to provide 30' low floor trolley heavy duty buses to METRA on an as-needed basis, with an original proposal due date of November 9, 2022 under RFB No. 23-0017 (extended per Addendum 2). The City anticipates purchasing approximately 3–4 units during Fiscal Years 2023 through 2026.

The scope comprises 30' low-floor trolley heavy-duty buses with specified engine, fuel-economy, door-dimension, structural-material, and brake-system requirements. The vehicle must feature a modified monocoque design with aluminum and stainless-steel components, a Cummins ISL engine or approved equal (including the current Cummins L9 emission year engine), and 400-mile range on a full fuel tank. Floor covering must meet slip-resistance specifications in dry and wet conditions; vendors may propose alternative products meeting specified performance rather than brand-name products. Fire safety compliance follows Federal Motor Vehicle Safety Standards (FMVSS), not voluntary FTA Docket 90 recommendations. Wheelchair anti-tipping safety systems are optional rather than required.

Contract pricing reflected per award information shows Year 1 at $631,335, Year 2 at $671,633, and Year 3 at $714,503 for a three-year term. Payment terms are net 30 days after receipt. The City allows 15 calendar days post-delivery for acceptance testing, with acceptance occurring on the 15th day if tests pass or if non-acceptance is not communicated. Vendors may elect fixed-price contracts with economic price adjustment clauses capped at 10 percent of the original unit price. Bid security bonds, performance bonds, and payment bonds are not required. General Liability coverage provides adequate product-related liability protection; Errors and Omissions Insurance is not required. Vendors not exempt from state and local taxes must obtain a Columbus business license or demonstrate occupational tax payment to another Georgia municipality or submit a Certificate of Good Standing if located outside Georgia. Gillig, LLC of Livermore, California was awarded the contract.
