About this opportunity
The Maine Department of Agriculture is requesting bids on three-season jackets with department logo embroidery, with bids due February 1, 2012. The specified garment is a Tri Mountain #8800 Mountaineer jacket or approved equivalent. In-state preference applies; Maine awards to the lowest-price responsible bidder, with tie-break preference given to in-state vendors or those offering commodities produced or manufactured in Maine.
The scope covers approximately 50 jackets throughout the contract year, though actual quantities may vary. Specifications include a wind-proof and water-resistant polyurethane-coated heavyweight Toughlan nylon shell lined with super heavyweight 11.5 anti-pilling panda-fleece, available in unisex regular sizes from X-Small to 4-XLarge and tall sizes from Medium to 4-XLarge. Embroidered department logos on the left breast require state approval prior to production. Bidders must submit unit pricing for each of eight size categories and proposed delivery timelines.
The contract term runs through January 31, 2013, with two optional one-year renewals. Pricing must be submitted as net pricing inclusive of all transportation charges with FOB destination delivery, and prices remain firm for the contract duration. The State is exempt from Federal and Maine sales and use taxes; cash discounts of 20 days or more will be considered in evaluation. All bids must be submitted through Vendor Self Serve with questions posted through that platform at least 48 hours prior to the deadline.
Vendors awarded apparel contracts are subject to a one percent anti-sweatshop fee applied to total contract value, payable within 30 days of purchase order execution or within 30 days of each calendar quarter. Bidders must complete and submit a notarized Code of Conduct Affidavit certifying compliance with applicable wage, health, labor, environmental, safety, and human-rights laws, including those governing freedom of association and prohibiting forced labor, child labor, and discrimination. The contractor must inspect all garments prior to shipment and repair or replace faulty items at no additional cost to the State.
