About this opportunity

The State of Maine Department of Administrative and Financial Services, Office of State Procurement Services, is requesting quotations on behalf of the Department of Transportation for a one-time purchase of a 3.5 yard hydrostatic drive wheel loader with optional attachments, with quotations due August 20, 2026 at 4:00 p.m. Eastern Standard Time.

The primary equipment is one wheel loader unit with a 25-foot boom. Optional purchases, priced separately with installation included, comprise a 50-inch drum mulcher and a 36-inch boom forestry brush cutter. Bidders must submit detailed technical specification compliance documentation, manufacturer literature, equivalency documentation for any non-standard items, warranty information, and all required MaineDOT certifications and terms and conditions.

Award will be made to the lowest-priced qualified bidder on a best value basis. The resulting contract will be a Buyer Purchase Order with a one-year standard warranty period and optional extended warranty available. The successful vendor is responsible for all repair costs—parts, labor, and transportation—during the twelve-month warranty period and must provide a comparable loaner machine if repairs cannot be completed within ten working days. The State reserves the right to perform in-house warranty repairs and recover costs at manufacturer's flat rate. Liquidated damages of $100 per unit per calendar day apply to delivery delays.

All quoted prices must be FOB Destination, including shipping charges to MDOT Fleet Service in Augusta, Maine, and installation of attachments. Payment is net 30 following equipment acceptance and receipt of acceptable invoices. The State is exempt from federal, state, and local taxes. Factory-certified training for operation and maintenance personnel is required at Augusta Airport, with a minimum of four hours of instruction. Quotations must be submitted electronically through the State of Maine's Advantage Vendor Self Service system. The State reserves the right to negotiate with the successful bidder, make multiple awards, or make no award.
