About this opportunity
Palm Beach County's Community Services Department, on behalf of the Palm Beach County Board of County Commissioners, is procuring services through a Notice of Funding Opportunity (NOFO) to establish a Tiny Home Recovery Community-Based/Transitional Housing Pilot program utilizing Opioid Settlement Funds (OSF). The procurement seeks to identify a minimum of one service provider to purchase and operate a minimum of three prefabricated tiny home units designed to serve eligible adults ages 18 and over residing in Palm Beach County who are recovering from substance use disorder. Each tiny home unit must accommodate a minimum of two participants and provide time-limited housing with a maximum length of stay of 24 months per participant. OSF funding may be used exclusively for the acquisition of prefabricated tiny home units, with all site development, design, construction, permitting, and ongoing operational costs to be funded by the applicant agency and collaborating partners. Proposals must be submitted through the CSD NOFO submission website by May 27, 2026, at 12:00 PM EST, with a virtual applicant technical assistance workshop scheduled for May 5, 2026, and a public review panel meeting scheduled for June 3, 2026, at 10:00 AM. The contract term runs from July 1, 2026, through June 30, 2027, with an estimated contract approval date of June 26, 2026. Proposals are evaluated on three criteria: Program Implementation and Design (maximum 50 points), Organizational Capacity (maximum 25 points), and Budget (maximum 25 points).
Eligible applicants must be nonprofit organizations holding current 501(c)(3) status, chartered with the Florida Department of State, with a minimum of six months of experience providing the proposed services, and must demonstrate acceptable financial audits by an independent auditor. Applicants must have land already identified for the tiny homes with documented site control and zoning compliance. All successful applicants must register with the State to access the Florida Opioid Implementation and Financial Reporting System (FOIFRS), maintain specified insurance coverage including $500,000 in commercial general liability and $1,000,000 in professional liability, and agree to operate the program for a minimum of ten years while complying with all state and county OSF reporting requirements and 2 CFR Part 200 regulations. A cone of silence restriction applies from the proposal deadline through contract approval. The minimum total funding available for the 2026-2027 fiscal year is $185,000, with a maximum award of $100,000 per tiny home unit.
