About this opportunity
The Massachusetts Department of Elementary and Secondary Education (DESE) is accepting a best value offer of pro bono technical assistance from the Community Funding Accelerator (CFA), managed by Delivery Associates, to support implementation of its Education Innovation and Research (EIR) Grant and strengthen infrastructure supporting DESE-sponsored tutoring programs, with responses due October 19, 2026 at 12:00 PM Eastern Time. This is a no-cost engagement to the Commonwealth; CFA will provide services pro bono. DESE is using the Due Diligence Posting process to ensure the procurement remains open, fair, and competitive, inviting other qualified vendors to submit comparable or superior offers by the deadline.
The engagement spans four months from approval through December 2026, with the full contract term running from approval through June 30, 2027, with no renewal options. Work encompasses four primary workstreams: School Selection Optimization to streamline and standardize the school selection process with an AI-supported scoring prototype; Implementation Toolkit Refresh to update existing tutoring materials and address identified gaps; Program Infrastructure Review to assess current systems and processes for efficiency improvements; and Project Management and Coordination to oversee implementation timeline and cross-workstream accountability. Interested vendors must demonstrate qualifications and propose a scope of technical assistance comparable to or exceeding the value of services proposed by the initial offeror (CFA).
All responses must be submitted through the COMMBUYS online platform; emailed submissions will not be accepted. Questions are due by October 13, 2026. The contract manager is Allison Pickens, ELA/Literacy Content Lead, at allison.d.pickens@mass.gov or 781-338-6240. The procurement is subject to Massachusetts Standard Contract Form requirements (FY26, April 2026) and DESE-required contractual language as of October 2025, including compliance with state and federal regulations.
