Suppliers must be registered in Alabama Buys and submit responses electronically through that platform. Supplier inquiries must be submitted online through the Supplier Portal. By submitting a quote, suppliers affirm receipt of the solicitation and all amendments and certify compliance with all terms and conditions, including the Beason-Hammon Alabama Taxpayer and Citizen Protection Act. Suppliers who are foreign corporations must register with the Alabama Secretary of State. Those employing workers within Alabama must comply with E-Verify enrollment verification.

The contract may be renewed annually by written agreement of both parties. Price escalation requests during contract performance are permitted only with written approval from both parties and cannot exceed 5% of annual contract cost or industry-specific price index increases.
The State reserves the right to conduct cost realism and price reasonableness analysis. Suppliers must accept multiple forms of electronic payment at no additional cost to the State. The State is exempt from paying sales tax. Contracts are governed by Alabama law with venue in Montgomery, Alabama.
