About this opportunity
The Massachusetts Department of Public Health is requesting quotes from Massachusetts public colleges and universities for the College and University Tobacco/Nicotine Action Initiative (CUTNAI), with responses due September 23, 2026 at 4:00 p.m., and an anticipated engagement start date of November 1, 2026.
Eligibility is restricted to Massachusetts public colleges and universities with a fully executed contract under DPH's Master Service Agreement (RFR #247134). This is a standing-offer procurement supporting approximately eight to ten institutions at $11,000 to $15,000 annually each.
The scope encompasses evidence-based tobacco and nicotine prevention and cessation activities for young adults, including increased awareness of cessation resources, campus policy development, and program evaluation. Selected awardees must align with DPH's Principles for Racial Equity, comply with Culturally and Linguistically Appropriate Services (CLAS) standards and ADA requirements, and maintain a zero-tolerance fraud policy. Operational requirements include monthly virtual check-ins with MTCP staff, annual workplan submissions, attendance at racial equity training, and quarterly invoicing.
The estimated total procurement value across all potential awards and renewals is $562,500. The initial contract duration is nine months, with three one-year renewal options available; the final end date is June 30, 2030. Funding derives from Massachusetts Attorney General settlements paid by Juul Labs, Inc. for its role in the youth vaping epidemic, and no federal funds are involved. Indirect costs may be charged at the agency's federally approved indirect rate or a de minimis rate of up to 15 percent of modified total direct costs (MTDC) for entities without a federal negotiated indirect cost rate.
Responses must be submitted electronically through the COMMBUYS system and should not exceed five pages with one-inch margins and 12-point font, excluding cover page, resumes, and budget attachments. Questions are due September 14, 2026 at 12:00 p.m.
