About this opportunity
The City of Daytona Beach, Florida is requesting bids on citywide banner printing and fabrication services under ITB 2709ITB, with bids due November 19, 2026 at 3:00 p.m. via the City's OpenGov procurement platform and a non-mandatory pre-bid conference scheduled for October 30 at 1:00 p.m. via Microsoft Teams. A local-vendor preference applies: if a local vendor's bid is within 10% of the lowest responsive offer from a non-local vendor, both parties receive five working days to submit best and final offers.
The scope covers as-needed production, fabrication, finishing, packaging, and delivery of pole banners (18"×24" through 24"×72"), horizontal street-span banners (33"×20'), event banners, park and facility banners, and corrugated-plastic yard signs (18"×24" and 24"×36"), all in single and double-sided configurations. Installation, removal, mounting hardware, permitting, and maintenance are excluded. Vertical and horizontal banners must feature full-color double-sided printing on 18-ounce or heavier vinyl with 1,000-by-1,000-denier construction and a minimum tensile rating of 199/196 pounds per inch. Standard turnaround times range from 5 business days for yard signs to 10 business days for pole banners. The awarded vendor must provide digital color PDF proofs within two business days of receiving final artwork at no additional cost and maintain records of approved artwork and specifications for consistent reorders. The City retains all ownership of designs and production files; the vendor may not reuse or distribute materials without written authorization.
The contract term is three years with the City's option to renew for up to two additional one-year terms upon 60 days' written notice. The City does not guarantee any minimum purchase or annual volume. Unit pricing must be submitted for a base bid and four tiered quantity ranges (2–10 units, 11–25 units, 26–50 units, 51 or more units); all pricing remains firm during the initial term. Bidders must submit bid security equal to 10% of the base bid price and performance security equal to 100% of the contract price within 15 business days of award. Minimum qualification requirement is three years of active, permanent, and successful operation prior to bid submission. Questions are due November 12 at 5:00 p.m. Bids will be held for up to 60 days from opening for review and contractor qualification investigation.
