About this opportunity
The Massachusetts Department of Public Health Office of Preparedness and Emergency Management (OPEM) issued Request for Responses (RFR) 270528 to support Health and Medical Coordinating Coalitions (HMCC) in the Boston Metro Region (Region 4ab), with responses due by March 20, 2026, at 4:00 PM Eastern Time through COMMBUYS. This procurement seeks a sponsoring organization to serve as fiscal agent and program coordinator for regional emergency preparedness and response activities through June 30, 2028, with one optional one-year renewal period. The selected vendor must provide dedicated staffing of at least two full-time equivalent positions—an HMCC Program Manager and Planning and Operations Coordinator—and maintain 24/7/365 emergency operations capacity, including emergency operations center capability, emergency notification systems, and regional duty officer programs. Key deliverables include regional coordination and resource management among public and private health and medical organizations, training and exercise support, comprehensive fiscal and programmatic reporting, and participation in regularly scheduled meetings with DPH. The scope additionally requires the organization to segregate all HMCC-related funds in a dedicated bank account, serve as fiscal agent for regional procurement of equipment, supplies, and services, maintain governance structures consistent with state guidance, and comply with federal funding requirements under CDC Public Health Emergency Preparedness (PHEP) grants and Administration for Strategic Preparedness and Response (ASPR) Hospital Preparedness Program (HPP) funds, including SAM.gov registration and OMB Circular A-133 sub-recipient audit compliance. Evaluation criteria are detailed in Section D1 of the complete RFR 270528 document.
This procurement is restricted to incumbent vendors only and does not accept new applicants; eligible organizations must have held previous DPH contracts under RFRs 161326, 193926, and 171226. Award recipients must maintain active MMARS registration, demonstrate zero-tolerance fraud policies with comprehensive internal controls and reporting procedures, comply with MBTA Communities Act requirements, and ensure staff cannot hold other incident management or response roles within the region. The total estimated value of this procurement for the complete initial duration and all renewal options is $15,397,988, with an annualized amount of $7,698,994, distributed in four equal quarterly installments of 25% each contingent upon satisfactory progress toward deliverable completion and timely submission of required reports. Federal funding sources, including CDC PHEP funds and ASPR HPP funds, require grantees to comply with federal sub-recipient audit requirements and utilize funds in accordance with federal guidance and state Grants Management Manual requirements. The contract term begins July 1, 2026, and extends through June 30, 2028, with the option for one additional one-year renewal period.
