About this opportunity

The City of Midland, Texas is seeking bids for comprehensive landscape maintenance services at the Midland Municipal Court located at 201 East Texas Avenue, Midland, Texas, with bids due October 8, 2026 at 2:00 p.m. via the Bonfire platform. A local-vendor preference applies: if a local bidder's proposal is within 5% of the lowest non-local bid, the City Council may award to the local bidder if it determines the award provides the best combination of price and economic development opportunities for Midland.

The scope covers year-round maintenance including weekly service during the growing season (April through October) and bi-weekly service during the non-growing season (November through March). Services encompass weed and debris removal from exterior bed areas, routine shrub trimming, annual fertilization with micro-nutrient products, pest and disease monitoring and treatment recommendations, sidewalk and curb maintenance, annual tree pruning with sucker sprout removal, deep root feeding of trees at specified nitrogen rates, and bi-monthly sprinkler and irrigation system inspections during spring and summer with monthly inspections during fall and winter. The contractor must maintain current state pesticide and irrigation licenses and respond to service calls within 24 hours. All materials, supplies, equipment, and labor are the contractor's responsibility; the City provides parts and labor for irrigation system repairs except damage from routine maintenance procedures such as mowing.

The initial contract term is one year with four optional one-year renewal periods. The City retains renewal at its discretion with 30 days' notice before expiration. Pricing adjustments for renewals are calculated using the Consumer Price Index for the Dallas-Fort Worth statistical metropolitan area, capped at a 15% increase above the original proposal amount. The contractor must maintain Commercial General Liability ($1,000,000 per occurrence for personal injury, $500,000 for property damage), Business Automobile Liability ($250,000 combined single limit), statutory Workers' Compensation, and Employers' Liability ($500,000 per occurrence). The City reserves the right to terminate at will with 180 days' written notice or immediately if the contractor fails to provide emergency services timely on three or more occasions. Bidders must submit the Affidavit of Eligibility to be considered for local preference and comply with Texas Local Government Code conflict-of-interest and ethics requirements. Questions should be directed in writing to purchasing@midlandtexas.gov or by fax to (432) 685-0523.
