About this opportunity
The City of Sandy Springs, Georgia is soliciting bids under ITB 27-014 for trenchless stormwater pipe rehabilitation using cured-in-place pipe (CIPP) lining at eighteen locations in Cobb County, with a non-mandatory pre-bid conference on October 27, 2026 and bids due November 19, 2026. Bidders must submit evidence of Georgia Department of Transportation prequalification, and the work requires a Georgia-registered professional engineer and a NASSCO-certified Pipeline Assessment and Certification Program (PACP) assessor.
The manufacturer must have at least five years of documented experience. The installer must be manufacturer-certified, with at least five years of experience and 50,000 feet of similar installations in the United States. Required submittals include a NASSCO-based Quality Control Plan, liner thickness design calculations, PACP-format CCTV recordings, cured liner samples for third-party testing, and a Safety Plan addressing confined space entry and OSHA compliance. Cured liners must reach a minimum flexural strength of 4,500 psi and flexural modulus of 250,000 psi under ASTM D790. Tubes must be resin-impregnated no more than 120 hours before installation, stored below 70 degrees Fahrenheit, and temperature-monitored continuously during cure. Work must follow GDOT Specifications 660 and 936 and NASSCO guidelines.
The project totals approximately 594 linear feet: 331 linear feet of 18-inch, 211 linear feet of 24-inch, 15 linear feet of 30-inch, and 37 linear feet of 36-inch pipe. Scope includes traffic control, maintaining homeowner property access, and keeping one lane of road open at all times. Work is prohibited on specified government holidays. Digital deliverables must meet WCAG 2.1 Level AA. Bidders must submit a bid bond for proposals exceeding $100,000, along with E-Verify, Drug Free Workplace, and Georgia Security and Immigration Compliance Act certifications.
Price is set by unit prices in the Bid Schedule for mobilization/demobilization, CIPP lining by diameter, and traffic control. Contract time is 120 calendar days from Notice to Proceed, with liquidated damages of $500 per day for delays. The contractor must self-perform at least 51 percent of the work value. The City pays 90 percent of approved monthly invoices, with 10 percent retainage that may be reduced after 50 percent of contract value is reached. The warranty runs one year from acceptance of work, and two years from completion of any repairs.
Questions are due November 3, 2026 at 5:00 p.m. Bids are due November 19, 2026 at 2:00 p.m. EST through the Bonfire Portal. Evaluation and contract award are scheduled for December 9, 2026.
