About this opportunity

Houston County School District is requesting proposals for K-12 science curricular materials across elementary (grades K–5), middle school (grades 6–8), and high school (twelve course areas including Biology, Chemistry, AP Physics, and others) under RFP 27-012, with proposals due September 25, 2026 at 2:00 p.m. Eastern Time. Materials must align to Georgia Standards of Excellence and may be provided as physical, digital, or bundled formats.

The District estimates quantities of 14,200 units for elementary, 7,000 for middle school, and 9,700 for high school. The District reserves the right to make separate awards by grade band or individual high school course and may award multiple categories to the same vendor. All digital resources must comply with federal and state student data privacy requirements and support Single Sign-On systems.

The evaluation framework allocates 10 points for qualifications and experience, 40 points for technical requirements, and 50 points for cost, totaling 100 possible points. Offerors must submit proposals using the provided Financial Proposal Form with unit prices and total prices for each material type and course area; separate pricing for physical and digital materials if not bundled; original and two copies of technical submission and one copy of financial proposal; and one USB flash drive containing all documents, in separately sealed packages.

Vendors must provide comprehensive initial and ongoing professional learning, dedicated implementation support, technical support with guaranteed response times, and district-level usage and engagement reporting tools throughout the contract term. Payment will be made within thirty days of receipt, inspection, and acceptance; offerors may note additional fees for credit card payment on the Financial Proposal.

The adoption term is six years beginning FY28 (July 1, 2028 through June 30, 2034). Written questions are due September 14, 2026; answers will post by September 18. Top selections will be announced no later than October 2, 2026, with samples available by October 8. Final selection and contract award is scheduled for May 11, 2027. The District does not reimburse proposal preparation costs.
