About this opportunity

The City of Fredericksburg, Virginia is soliciting sealed bids under Invitation for Bids 27-0011 for renovation of one courtroom at the courthouse at 701 Princess Anne Street, with an optional pre-bid conference on November 6, 2026 and bids due December 7, 2026. No set-aside is indicated. Eligibility is gated: bidders must be qualified Virginia Class A contractors, must complete the City's Nondisclosure and Confidentiality Agreement and Vendor License Verification Form (Attachment E) to receive full specifications, and must show at least three years of municipal work experience and five similar projects completed within the last five years. Complete specifications follow within two business days of verification.

The scope covers demolition and construction of one courtroom under drawings and specifications prepared by Moseley Designs, including compliance with applicable codes, standards, and special inspection requirements. Bids must include building permit costs, though the City has already submitted the permit and waived associated City building and trade permit fees. The contractor is responsible for all other permits, temporary utilities, security lighting, and compliance with OSHA requirements and the Immigration Reform and Control Act of 1986.

The contract term is seven months from the Notice to Proceed. Bidders must submit a bid bond equal to 5% of the total base bid, and the awardee must provide 100% performance and labor/material payment bonds. Contractors must also elect or decline the City's escrow retainage procedure on Attachment T under Code of Virginia Section 2.2-4334 and City Code Section 2-343, and failure to submit the form counts as a decline. Award goes to the lowest responsive bid from the lowest responsible bidder. Contract modifications that increase the sum by 25% or more, or exceed $50,000, require City Manager approval. Written protests go to the City Manager within ten business days of award announcement.

Clarification requests are due November 9, 2026 at 2:00 p.m. EST. The pre-bid conference begins at 10:30 a.m. on November 6 at the courthouse, where attendees view the courtroom after a security checkpoint and join a question-and-answer session. Sealed bids are due December 7, 2026 at 11:00 a.m. at the City Manager's Office, 715 Princess Anne Street, with public opening at 11:05 a.m. the same day.
