About this opportunity

The California Department of Veterans Affairs is soliciting quotes for Legionella water management plan development, testing, and remediation services at the Veterans Home of California–Ventura under SFQ 26VS0017, with quotes due July 27, 2026. This procurement is restricted to California Small Businesses (SB) and Micro Businesses (MB) certified by the Department of General Services.

The scope includes developing an initial water management plan with flow diagrams within 30 calendar days of contract execution, conducting quarterly analytical water sampling (14 samples per quarter) with reports due within 10 business days of laboratory results, performing risk assessments within 30 calendar days, establishing control measures and intervention protocols, and providing remediation services upon authorization. The contractor must be licensed by the California Department of Public Health, CDC ELITE certified, California-located, and must demonstrate successful completion of at least three water management plan projects within the past five years for healthcare, hospital, skilled nursing, or similar institutional facilities. For remediation services involving hazardous materials, the contractor must hold a California Department of Pesticide Regulation Qualified Applicator's License with categories (F) Aquatic and (P) Microbial Pest Control. Performance occurs at 10900 Telephone Road, Ventura, during standard business hours (7:00 a.m. to 4:30 p.m., Monday–Friday) unless otherwise specified.

The total contract value is $60,000 for plan development, quarterly sampling, follow-up sampling, and remediation response services, with chemical costs reimbursed separately at actual cost without markup. The contract term runs July 1, 2026, through June 30, 2029. A $10,000 withhold from final payment applies until the prime contractor complies with disabled veteran business enterprise certification requirements. A non-mandatory walkthrough is scheduled for July 20, 2026, at 10:00 a.m. Questions are due July 22, 2026, with responses posted by July 24. Quotes must be submitted via email to ophelia.deollas@calvet.ca.gov with specified documentation including Quote Rate Sheet, payee data records, contractor certification clauses, and DVBE declarations. Award will be made to the lowest responsive responsible quote; in a tie between a certified small business and a certified DVBE, the DVBE receives the award. There is no protest right for this solicitation method.
