About this opportunity

The California Department of Veterans Affairs is requesting bids for temporary and relief physical therapy services at the Veterans Home of California - Redding under IFB 26RS0017, with bids due October 6, 2026 at 3:00 p.m. and public bid opening on October 7. A 5% Small/Micro Business preference (maximum $50,000) is available to certified small businesses; DVBE participation is encouraged with potential 1–5% incentive consideration based on confirmed participation levels.

The scope is on-an-as-needed physical therapy services to fill temporary vacancies, provide relief during extended leave, and supplement staffing at normal operating capacity. Services are performed at 3400 Knighton Road, Redding, generally 8:00 a.m. to 4:30 p.m. Monday through Friday, though evening, weekend, and holiday services may be required. The contractor must maintain residence within a 100-mile radius of the Redding Veterans Home, acknowledge staffing requests within four hours, and be available 24/7 to respond to service requests. All providers must hold a current Physical Therapy Board of California license; maintain current CPR, BLS, and AED certifications; pass Live-Scan fingerprinting background clearance; complete tuberculosis screening and Hepatitis B vaccination; and successfully complete mandatory orientation and training. The contractor must carry commercial general liability insurance of no less than $1,000,000 per occurrence, professional liability insurance of no less than $1,000,000 per claim and $3,000,000 aggregate, and workers' compensation insurance for all employees.

The estimated requirement is 84 monthly hours over a 36-month contract term (January 1, 2027 through December 31, 2029). Compensation is hourly, all-inclusive of labor, supervision, payroll expenses, taxes, insurance, overhead, and travel; rates remain fixed for the entire contract term. The contractor is solely responsible for compliance with federal and state wage and hour laws, including overtime. Award is based on lowest responsive responsible bidder using basis of award criteria and applicable Small Business and DVBE preferences. Questions are due September 25, 2026 at 3:00 p.m., with responses by September 29. The proposed award date is October 9, 2026.
